CCPIT Government-Enterprises Dialogue Meeting on Improving the Business Environment of Hainan Province Opens Successfully

On July 6th, the Government-Enterprises Dialogue Meeting on Improving the Business Environment of Hainan Province hosted by the China Council for the Promotion of International Trade (CCPIT) was successfully held in Haikou. Ke Liangdong, Vice Chairman of the CCPIT, and Ni Qiang, Vice Governor of Hainan Provincial People’s Government, attended the event and delivered a speech respectively. Heads of Department of Commerce of Hainan Province and other government departments, delegates of business associations in China such as the US-China Business Council (USCBC) and Korea Trade & Investment Promotion Agency (KOTRA), as well as nearly 200 representatives from 110 enterprises such as China Energy Investment Corporation (China Energy), Inter-Continental Hotels Group (IHG) and Mitsubishi Corporation of Japan, participated in the dialogue through online or offline channels.    

Ke Liangdong said that optimization of the business environment means the liberation of productive forces and the improvement of comprehensive competitiveness. A sound business environment is the “first move” for building a new development paradigm and the “battery” for stimulating the vitality of market players. A business environment governed by law is the best business environment, and sound laws and good governance are the main considerations for enterprises’ investment decisions. As a “test field” and “new window” for China’s high-level opening up, the business environment of Hainan Free Trade Port has been continuously optimized and its market potential is huge. The CCPIT will use its own advantages and resources to help enterprises seize the opportunities of Hainan Free Trade Port and achieve better development.  

Ni Qiang emphasized that the Hainan Provincial Party Committee and the Provincial Government attach great importance to optimizing the business environment, and will make greater efforts to promote its business environment, and build a business environment evaluation mechanism in which “market players have the final say” and enterprises and service objects fully participate. It is hoped that business associations and enterprises from various countries will learn more about Hainan, follow its development trends, provide advice and suggestions on optimizing its business environment, participate in the construction of Hainan Free Trade Port, and share new opportunities for Hainan’s development.       

Xu Zilan, Chief Representative of the USCBC Shanghai Office, and Hong Zhangshao, Chief Representative of the KOTRA Greater China Headquarters, shared their opinions on behalf of business associations in China. The Hainan Provincial Free Trade Office explained the policies on the Hainan Free Trade Port, the Yangpu Economic Development Zone introduced Yangpu’s investment environment and preferential policies for investment promotion, and the Hainan Provincial Bureau of International Economic Development introduced Hainan’s investment policies and the China International Consumer Products Expo.

Business representatives from IHG, Zhejiang Energy Group Co., Ltd., General Motors (China), China Life Insurance Company Limited and other companies raised questions and suggestions on Hainan’s clean energy development, automotive data storage and sharing, cultural tourism industry planning, development of biomedicine, etc. Relevant departments such as Hainan Free Trade Office and Department of Commerce have given detailed answers on site, and will follow up and solve the problems raised by enterprises.
