On the afternoon of July 16, the Think Tank Event and Releasing Conference of Global Supply Chain Report and Indices, a key side event of the 3rd China International Supply Chain Expo (CISCE), was held in Beijing. Nie Wenhui, Vice Chairman of the China Council for the Promotion of International Trade (CCPIT), attended and delivered remarks.
Nie Wenhui pointed out that our world today is living through accelerating changes unseen in a century, and global industrial and supply chains are undergoing restructuring. The CCPIT has been closely monitoring developments in global industrial and supply chains. The Global Supply Chain Promotion Report 2025 employs a pioneering analytical framework to track the latest changes in the global supply chain promotion system and documents China’s practical measures in promoting global supply chain development. Building on the Global Supply Chain Promotion Index and the Global Supply Chain Connectivity Index released at last year’s CISCE, the 2025 edition introduces two new indices, the Innovation Index and the Resilience Index. Altogether, they constitute a Global Supply Chain Index Matrix. These four indices, each with distinct focuses yet mutually reinforcing, form an integrated whole.
Zhao Ping, Director General of the Academy of CCPIT, released the Global Supply Chain Promotion Report 2025 and the Global Supply Chain Index Matrix. As the CISCE’s flagship report, the latest version concludes that positive factors in global supply chains still outweigh negative ones. First, the level of global infrastructure connectivity continues to improve, with infrastructure construction in Global South countries enhancing in both quality and speed; second, global trade rules are increasingly focused on the inclusive development of global supply chains; third, major economies are placing greater emphasis on enhancing the resilience of their own supply chains; fourth, technological innovations represented by augmented reality and generative artificial intelligence are playing an increasingly significant role in driving global supply chains; and fifth, access to financial services is expanding globally.
As the latest public goods for analyzing global supply chains, the Global Supply Chain Index Matrix provides a comprehensive assessment of the external environment, connectivity, innovation levels, and resilience of global supply chains. According to calculations, from 2018 to 2024, the Global Supply Chain Promotion Index, Connectivity Index, Innovation Index, and Resilience Index increased from the baseline value of 1 to 2.71, 1.56, 2.16, and 1.22, respectively. This indicates that despite the ongoing increase in uncertainty and instability in the global economy, enabling factors remain dominant, and global supply chains are evolving toward greater efficiency and vitality. Economic globalization remains the trend of the times and the aspirations of the people. When any of the Global Supply Chain Promotion Index, Connectivity Index, or Innovation Index declines, the Resilience Index also declines. This suggests that the intrinsic resilience of global supply chains is relatively fragile, and their security and stability still face challenges. Only when these three indices increase simultaneously will the Resilience Index rise. This shows that only by collectively enhancing the development environment, connectivity, and innovation capabilities across all aspects of the global supply chain promotion system can the resilience level of global supply chains be truly strengthened.
Chen Zhong, Executive Vice President of the China Investment Corporation, Zhou Kaiquan, Deputy General Manager of the China National Machinery Industry Corporation, and Hou Mingjuan, Global Vice President of Qualcomm, delivered speeches. Certificates for the second Global Supply Chain Promotion Research Achievement Competition were also awarded at the meeting.
