China bans dual-use exports to Japan to halt remilitarization, FM says in response to reports about US requests for resumption of rare-earth exports to Japan

China, in accordance with laws and regulations, has banned the export of all dual-use items to Japanese military users, for Japan's military use, and for any other end-users and end-use purposes that could help enhance Japan's military capabilities. The aim is to contain Japan's remilitarization and its attempt to possess nuclear weapons, a spokesperson of Chinese Foreign Ministry said on Tuesday. 

Spokesperson Lin Jian made the remarks on Tuesday when asked to comment on media reports that the US had asked China to resume rare-earth exports to Japan.

"For anything specific, I'd refer you to competent authorities," Lin added.

China decided to strengthen export controls on dual-use items to Japan, effective on January 6, the Ministry of Commerce (MOFCOM) announced on the day.

The country prohibits the export of all dual-use items to Japanese military users, for Japan's military use, and for any other end-users and end-use purposes that help enhance Japan's military capabilities, the MOFCOM said.

Organizations or individuals from any country or region that violate the above provisions by transferring or supplying relevant dual-use items originating from China to organizations or individuals in Japan will be held legally accountable, the ministry said.

The decision was made in accordance with China's relevant laws and regulations to safeguard national security and interests as well as fulfill international obligations such as non-proliferation, the ministry said.

China's export controls on dual-use items are consistent with international common practices and necessary for safeguarding national security as well as regional peace and stability, Lü Chao, a professor at the Liaoning Academy of Social Sciences, told the Global Times on Tuesday. 

No questioning from Japan, the US, or any other country over China's relevant policies will change China's position of implementing export controls in accordance with laws and regulations, he added.
